The link was for a stock photo by Ilka Burckhardt (Kiep). Another site, http://www.stockfreeimages.com/r1/Kiep.html , shows her from Erkner, Germany.
As for value, I couldn't say. Others from this board might have a guess.

Its kind of cute !! Oddly enough there are some that collect these things !! No clue as to value,, depends on how bad they want this one !! But dogs are always popular !!

Over the past 30+ years they have made many "nutcrackers" of this type. HOWEVER, so many of them I would never use to try and crack any nuts. So many are more for display than actual usage. They have used many soft woods that would actually dent and/or split/break after little usage.
