Can you please post a picture of the bottom of the piece? Can you please post a close up picture of the pieces. Is there any variation in the color/texture? (if totally consistent most likely man-made.)
I would search a bit more before you do a needle test. You may want to search using the term "tesselated bone" camel, camel with riders, etc. If it is - then it would be worth a pretty penny. You will find many pieces made using camel bone itself!
Also, there is a "Hot Needle Test" that you can do to determine if it is bone/ivory versus plastic/celluloid.
HOWEVER, where you place the hot needle will cause permanent damage so you must choose your area carefully. I would choose this as a last resort.

Is this a wooden base or a pottery/cast base with wood tone?
-
Wood but I don’t know what’s under it

Hmmmmmm....this is very unusual to have a wooden base. I'll search some more. Hopefully someone else will chime in here soon.

I appreciate your help I haven’t had any luck with my research

In looking at a close up of the belly area all the striations are going in the same direction ! Looks more like bone to me than anything ! Its a nice mosaic and worth checking out ! I will see what I can find on it !!

Just google "bone mosaic figurines" you can see several made of bone !! Most are camel bone but may be different types !! Yours is much more intricate than others so should be worth a bit,,Not enough to retire on but nothing to sneeze at either !!
