Title: Piece of Harness / Hitching equipment?

Hi, can anyone identify this piece for me?  I"m pretty sure it's some kind of harness, or a piece from the system to hitch the horse to the carriage or plow. 
 
It's yet another piece from FIL's storage unit.

it's a Horse Hame. for what ever the reason. they appear to be popular. I could suggest, they relate to a by gone time.

CC, the "arts & craft" makers started putting mirrors in "horse hames & collars" and selling them at flea markets, etc. To wit:

I have to laugh at the mirror.  But it might not be too, TOO tacky if I attach a hand-painted "welcome" sign below it and hang it outside my front door.  Maybe.
