Antique Questions Forum / What is value and history?

My sister bought a set of china for $2.00 at a garage sale & on the back it says many things: National Brotherhood of Operative Potters, Royal Flurette, Royal China, there is a capital "I" with sun rays around it and also an American shield.  Can you tell me something about this pattern if you recognize it.  Thank you.
