Antique Questions Forum / Sugar bowl from Czechoslovakia

Hello all! I'm hoping that someone here can help. I have a sugar bowl that is stamped (machine I believe) on the bottom in green ink "Made in Czechoslovakia". It also has handpainted numbers and letters on the bottom and inside the lid that appear to be "Fac: 1130" and beneatch that it says "Dec: 8641". Under the lid it only says "Fac: 1130". It also has numbers impressed on the bottom that say "1130" with a "3" centered below it.  Could someone please tell me what to make of this or guide me to where I can find out? Many many thanks!!
