Antique Questions Forum / Can anyone identity this silver piece?

I have this piece that I know to be German because of the DRGM stamp, but I can not find the mark anywhere nor can I find any info on the piece or even what it is.  Has anyone ever seen anything like this?  It's about 4" long and about 1.5" high.

Can anyone tell me what this item is?  I know it's from Germany and I'm pretty sure it was made sometime between the late 1800's and 1945.  I have more detailed images of this at my website.  I'd really like to know what this thing is!
