This appears to me to be a hot plate.
Dimensions are approximately 14"x 10"x6".  The casing is steel (?) painted red. There is a round metal plate on top (cast iron?) and a plastic dial on the front.  The dial is imprinted Samson High Speed Burner, Burner Heats, Off, and the numbers 200, 300,400,500, and 600.
The bottom is painted white and stamped Samson NO.3346-N  115 V.  1000W.  Use on A.C. current only  Samson United Corp.  Rochester, N.Y.  Made in U.S.A.  Patent Applied For
The electric cord is black and white cloth.
I have been unable to find any info regarding history or value.
Yes it works, but I don't know if the temperatures are accurate.

This print (lithograph ?) shows a young boy proudly displaying his blue ribbon with a medallion stating "first prize". There is also a basket of vegetables.
At the bottom of the print is Herbert Dubler, Inc, N.Y. This is preceded by the copywright symbol.  At the lower right is the name Charlot Byj.
Looking for history, value.
