Antique Questions Forum / Rogers Smith & C cakeplate w/number

I bought this item at a garage sale.  It looks like a cake plate or pie plate on pedestal and is stamped Rogers Smith & C and is numbered1785.  Is it an antique and worth something?  I also have a velvet picture of President Kennedy approx. 2' by 3'.  Is this worth anything? <_<
