Antique Questions Forum / Boch Plate

Value of: on back of 15 1/2" plate is  "By Boch,  Belgum, Delfts" and in circular fashion around this is:  " Made For Royal Sphina(?)"  On front is a blue painted scene of man and woman on horse drawn 2 wheel charriage; along edge is flowery scrolling. History and or value?

Clover mark and "EP-NS" on bottom of tea pot along with "Made in England" and "1 1/2 pt."  Along edge is "E9293 and under that "M/H/-"
Looks like electo-plate over this silver bowl shape pot with leather bound handle.
