Antique Questions Forum / Sebring China Identification

My wife has a nearly complete set of china that was her grandmother's.  We'd like to get some idea of it's value and replace a couple of missing pieces.  I've searched on the web but can't find a match.  The china has scalloped (fluted?) edges traced with silver.  The pattern is a branch of a rose bush that has four pink roses in various stages of opening (fully open, 3/4 open and two just starting to open).  In addition, the vine has one node that looks like a rose hip but it is blue.  The only piece that's marked is the serving bowl and the inscription is:

Ivory Porcelain by Sebring 2-24-1925.  In addition it has the NRA eagle symbol.  

Any help identifying this pattern greatly appreciated.
