Any idea on the age of this bar spoon and if it has any value? Also what should be used to clean this up?

Have a questions, did you have a hand malfunction and type the country name wrong? Is it Solvakia or Slovakia? Because if it is as you stated....that is wrong for the country....
I think they thought it was Russian because of the entire scene and the Ushanka, aka shapka (the hat).
Most people when they see this style of hat think of Russia - - I know that I used to before traveling in that part of the world. It is used in all parts because it is really warm and retains heat!
They were also referring that Czechoslovakia is known as the Czech Republic and Slovakia since 1993.
Now....on to the piece....
The picture is rather hard for me to see even when blown up...on the mark on back...is there a hyphen? Are the pictures painted or are they a decal?
I have read through these posts twice and never saw where anyone said this was in poor condition - so don't know where you saw that comment.
