Looks like on the back says Wilton Columbia PA, also a circle with C in middle and another 2 circles with RWP.  There are 2 other stamps I cant tell what it is, kind of looks like pliers at the top and again next to the circled C.

Anyone know any more details on this plate? He is a MD mayor that passed on, but this info is on CA website, weird.

I bought this at a thrift store for $2.50 and im pretty sure its worth way more
