OK I removed a portion of the dust cover, it practically disintegrated.  (Fortunately I was able to get it back on without looking too bad).  You can't really see much.  There are criss crossed straps over the bottom.  I was not about to remove them.   There are springs between the straps and the top padding - which feels and sounds like horsehair.  I took some pics but they don't show a lot.  Hope this helps some.  Thanks

Whoops back to all of you. Thanks for the assortment of comments.  The bottom of the chair is covered with a black cloth that I hesitate to take off for fear I might not be able to get it back on.
The dimensions are
44.5 inches to the top of the crest
24 inches to the top of the arm
17 inches to the top of the seat
27 inches wide at the arms
23 inches deep at the seat
Yes, I am interested in selling the chair. There is an identical one on ebay that has been listed for $2495.  Of course it doesn't sell.   I am trying to get an idea of the reasonable value. Thanks.

Have a chair from my mother's family.  It is heavily carved with a woman's head on the crest and arms.  Finish is original and in excellent condition.  Fabric is needle point, very old but not original. It is in relatively good condition considering its age.  Would appreciate help in identifying Jelliff or not.  What might be the worth of the chair and how would I go about selling it if I choose to do so?  I am a newbie and appreciate any help you can provide.  (Will attach pics).  Thanks.
