I was told it was a things for baby chicks to warm up but idk, its interesting. On the bottom you can see there is a "water" spout and next to that is a pipe that looks like it was originally attached to something else, at the top of that pipe you see there is a "Box" for putting a liquid in. Any ideas? Is it for chicks or is it something else?

Anyone identify this man? there is writing on it, you can see in the photos but I can not make them out.
