Would it help if I mentioned that my Grandparents lived in a rural part of North Carolina and were farmers?

Thanks for the replies. My wife thought (apparently correctly) that the second item was for winding yarn, but we had no idea about the first. It certainly does look like a snuff/cayanne spoon.

These items came from my Grandfathers's home. He died in 1980 at the age of 79.

This looks like a tiny spoon.

I'm not sure if these two pieces were used together, but they look like the same style and wood type.
