Antique Questions Forum / Any Advice Welcome-Rocking Horse/Motorcycle

Hello. We have a little system here in my neighborhood where we set things out in the alley for others to take. My neighbor found this unique hand-carved and painted rocking motorcycle. He would like me to sell it for him but I can't find much relevant info on it being a rocking motorcycle verses a horse 
And of course, I have no foundational knowledge on antiques. I believe it is antique or at least vintage. Is there any advice on the specs on this item or how much it could be worth?
