OK everyone - I think I have it figured out.... I think its a vintage riding crop handle less the leather braid...

I'm a custom knife maker.. Its not a dagger or any type of knife.. It's a freinds and we are trying to figure this thing out but not having much luck. Heres a couple more pics.. It does not come apart

OK folks.. Here is a little better pics of it... It's 18" long and has some makers marks near the top which has a dogs head... I might add my wife thinks it's a husband beater...
