Hello Misha. If you are unable to upload a photo for us to take a look at, I would recommend investigating the makers mark on:
http://www.925-1000.com

This is a very useful site for helping to identify silver makers marks.

I would suggest looking at this useful site to help you identify the maker mark:
http://www.oldandsold.com/pottery/usa1.shtml

The Malta stamp looks like an import stamp, Malta being the country and possible W&B being that importer. That would be my opinion. Hope this link is helpful.

The best research tool for China is replacement: http://www.replacements.com. If your mark is not on their site, you can sent them the photos and they will help you out. Hope this helps.
