Antique Questions Forum / Green Decorative Bowl

This is a highly ornamented (around the edge) large (14" diameter) decorative bowl.  I'm hoping someone knows the manufacturer of this item, it has two marking on the base, one a deeply imprinted 441 and a second much less visable mark that appears to be two flags (or similar figure) crossed to make an x.  In between one the openings in the x is an imprint that looks somewhat similar to an 8 or infinity mark.

I would be grateful for any help you can give me.
