After many hours of research today I did manaage to find out who it was. The W.H. & Co stands for Whittaker, Heath & Company. I found this on a site called pottery uk. They had one identical to it , the only thing different was that this one has Victoria in the center and the other one had Flora

I was wondering if anyone could help me identify this porcelain. It is on the bottom of a old blue and white pitcher that was purchased for $2.00 at a yard sale. It would also help if you could help with a approximate date too.
