GM Company made lots of hand tools. I ran a Google image search with the patent inscription you posted and it came up with a lot of hand tools, but none exactly like yours. The picture is very blurry, so it is hard to tell what the function of this is. Can you try taking a better picture in brighter light?

Look's like a "hand operated valve / seat grinder"to me.

Apparently this eBay seller has the same idea.
