Picked this up at Goodwill for $ 3.99 BUT, it has a big chip in it.

Looks like you are correct !!  States this mark was used 1890+ and next change of mark was 1907 so its somewhere between those dates !! That chip might cost more to repair than its worth !! If you had the piece it could be carefully glued and hidden easy enough but I bet the chip didn`t come with it !!

The chip will reduce the value considerably, unfortunately. :(  It could be used as a container for a fresh or dried floral arrangement, though. :)
