Your item looks like it is "cold painted" bisque.  This was popular from the 1920's to the 1950's. You will even find alot of old Disney characters done this way.  ( I have a few.)  Cold painting is when a piece is painted but it is not fired in the kiln afterwards to "melt" or harden the finish.  Because of this, you will find the paint worn.

Any markings on the underside?
I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!

The pose of your little figurine suggest a 'pixie-related' item to me , Peaceman .
No clue about her name , though .
