Antique print block does anyone know who this guy is?

Antique print block does anyone know who this guy is?  I picked it up today for $2 because I thought it was cool.  Measures 2" and I took a picture of the bottom side for Mart. ;D

Looks more like PVC to me....but no it ain,t that...I was thinking more along the lines of that... bottom....thingy-ma-jig.... ;D....
