Artist signature help needed please

Have spent the morning looking for information on this watercolor print.
Who is the artist? What is the title of the watercolor?

Copyright, Ducher et Mathieu, 35 Ae, del'Opera, Paris, 1938
It is in the frame I bought it in.
 
Sending pictures hoping someone will have an idea how to find an artist with only one name - that is to say no indication of a first and last name.
I did find a site that shows signatures - if I want to pay a membership fee to see the whole site...

Are you thinking Francesco Michetti ?
You can see his work on AskArt.
Those paintings are rich with detail and color though, unlike my pastel looking one.

It looks Russian or East European in style and the numbers are also in the style of that region.
