Child's "Baby Plate" with A,B,C's border

Does anyone know the maker of this Child's plate/bowl.  It measures approx 7 1/4" diameter x 1 1/2" deep - weighs 1lb 8 ou.  I found several but none like this one.  It has duck characters and a rooster.  Thank you for your time.

Sorry can't identify maker.  But it is pottery.

Found another one in same style and appears to be from same maker

From what I see, it looks like it might be Roseville from their Juvenile Line.
