What kind of table is this?

This item came up for sale in my local area.  It looks more like the style of ?   

I have never seen a table with 4 drops and they all close up.  It is being sold as a tea table with 4 drop shelves.  But, it wouldn't be convenient opening on all four sides for tea or a smoking table. 

I personally don't believe it is a tea table but a side table.  Thoughts, ideas?

Looks like an early 20th century smoking stand, except for the 4 doors.

Jacobean revival style but those doors are odd !  Tend to  agree  as smoking stand !

Coulld be Pelady but I would expect it to be taller if it was !  This looks like a tea table height or side table !

The person selling it had no idea.  Their Elderly Mom had gotten it because it was so unique and now they were selling it - had not use for it.  They never knew it's original purpose.
