Carved folk art Khukri or Khukuri knife and sheath

I have had this knife for a couple of years and it was originally bought by a fishing tackle collector in an antique shop out east (I think Pennsylvania) because he liked the fish carved sheath.  I bought it from him because I like the folk art carved head and the fish carved sheath.  I am wondering if this was a souvenir type knife made for export or if it was actually carved and used by the owner.  The blade shows a lot of file marks and is about 15" long. The carved handle is about 4 1/2" long.  The wood sheath is about 15" long.  The sheath is made in two halves and nailed together with very small brass brads.  The wood may be teak or some other similar wood.  I like the head carving and it reminds me of folk art faces from the late 1800s and early 1900s.  I have not been able to find any similar Khukri knives on the web.  Is anyone familiar with this type of head carving being indicative of Tibet, Nepal, Iraq, or ?  I think the image conveyed by the original maker may have been Jonah being swallowed by the whale.  Any opinions?

The Texas Badger, is likely to have a better Idea. But my Suggestion is. that it's Philipino. it's there blade design.some times you come a cross there hand made knives they made for there independence from the japanese.

There is no blade design or markings anywhere, only file marks.  I can take closeups of the blade if needed but it is not polished like a factory blade would be.
