Toby Jug made in Sarregue Mines who could it be ?

 Made in Sarregue mines jug man's face Napoleon type of hat  colourers are light blue and dark blue gold coulour braiding on hat face with rose coloured face and a brownish moustache. Markings under numbers 4818 also stamped under is E and a more faded mark looks like E D  SARREGUE MINES all in plain letter . Any clue as to who it is and when it was made .
