Japanese/Chinese? Figurine

I have a little figurine and I for the life of me cannot find the manufacturer and I have no title so I have to find the manufacturer. I thought it was a Precious Moments originally and then I thought it could be Precious Moments and it's not a M.I. Hummel nor a Goebel. So I am thinking it's a Chinese or Japanese Figurine company especially since it's blue and white! :D Does anyone have any idea for me to continue my search? ???
