What is this?

As posted in my last topic of the candle holder, I found this in the same place. I just have no idea what it was used for. There is a patent number on one side of it. any help would be, well, helpful!

Yup, i have a few of these but i collect marbles and marble related items hehe!!

Have you tried sharpening scissors knives or razor blades with it yet? It looks like it would work great
