This appears to be a vintage floor lamp/table combination. Were very popular mid 90's.
I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!

The top is more of a cup - with a flat bottom. It's large enough for a large candle or a small plant.

I believe the guys are right in saying it is a floor lamp. Here is a couple links i have found to similar items and your item looks to be missing the top part (the actual lamp part)

The handle is used to set the telescoping portion at the right height. It has about 2 to 2.5 feet of ability to telescope the upper lamp part.

Thanks kysfinest. That is almost exactly the same! Now to find a piece that goes with it.
