What is the value of a complete tea set for 12 (39 pieces) of
H&G Selb Bavaria Germany Heinrich?  It is in perfect condition. (Ivory with gold trim) It is from 1930.

I'm not an expert on china.  Generally speaking, full sets are less valuable than the individual pieces.  People who collect the set just want to add the missing butter dish, or to replace the broken salad plate.  Few people want a complete set.  I'd check eBay, particularly for the less common items (serving platters, coffee/tea pots, etc), and see what they sell for.
