EPC is a British abbreviation for ElectroPlate on Copper. Sometimes they would make these abbreviations look like hallmarks. You see that a lot with EPNS which is ElectroPlate on Nickel Silver. Not sure about the EM

   I will have to look in my Hallmark book but I think EM is the hallmark.  As for style, this appears to be late victorian or Early century in Style.   But sometimes this is not the case, cause even post 40's silverplate was sometimes made in the older style.  Also keep in mind, these  sugar tongs also went out of favor in the post 40's era of silverplate.
