Silver overlay vase

Can anyone help to identify new treasure from my daddy's basement?
It is a beautiful black matt finish vase with intricate raised silver overlay.  I can't tell if it is made from glass or porceline.  Local dealer called it "basalt" but could find no marks or indicators.

It is about 7 inches tall, round pedestal base and a sort of urn shape,  The silver overlay is just so pretty with leaf and fruit (grapes and maybe peaches) and flowers, and some very fancy design that I don't know how to describe.

It's kind of heavy and the black matt feels very smooth.

I have Googled it to death and am getting nowhere.  Any suggestions?

;) dana it appears your' dealer named it correctly ( basalt) it may be american. 1920's or english. average value is $200.00 dollars. but still a treasure.

Hi Dana.........it is English. If it is Basalt. Basalt was one of Josiah Wedgwood's famous lines. If you Goggle [Wedgwood] you'll probably find some. Prices will amaze you..............yo ur daddy done good.........
