Just got a reply from my Korean friend (who is interior designer as well) and she states it appears to be Japanese in style and is either a snack tray or tea tray because they sit on the floor and eat.
I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!

I don`t know KC !!  This looks more colonial to me !!  I don`t see Korean or Japanese in it anywhere !!  Its made similar but is not in their style !!

The handle was not meant to move. It's does slightly now from the rivet wearing the wood down a bit from age.

Than you all for trying to figure out what this is!
