Regarding the form of the piece and the decoration, I must reconsider my opinion until I do more research.
Bigwull you are the one that insulted the new member. Again.

So now you are the self imposed voice of new members...get a grip,...had the new member felt he,d been insulted i,m sure i would have heard about it....but..for you to tell another member to be more diplomatic..when you yourself...did the same...is a bit like the kettle calling the pot black....what is it that they say..all work and no play make,s Frogpatch a dull boy.... ;)
I make no excuses,and no apologies....but i like a good Malt,

OK, all. I have a little more information. Apparently, I'm blind. There is the name "Josephine" written under the woman. Sorry about that, I didn't see it until tonight when I was talking to my wife about it and I explained that we thought it was Victoria. She looked at the plate and said "it's not Victoria, the name "Josephine" is written on here".

It's Empress Josephine:

I've been doing some searching, but haven't found an exact copy. Here is the closest I've found:

If you scroll through the close ups here, you'll see that the picture of Josephine on this plate is nearly an match, including her name printed "Josephine" under it.
