Could some one tell me what these things are? I guess I will have to post twice since its 2 different things. Hope you can help.

Nice little potato/turnip/carrot/cabbage/etc. julianne 'grater/slicer' , as for use in making 'hash brown' style cooked items .
Looks to be missing parts (blade,hand crank.etc.) to do the job , though .

This one looks to be 1980's to my eye ... these were & are still used in French/euro home kitchens , more or less human-powered food processing system(s) , commonly used with a catch-bowl or pan underneath .

Yepper, you have a food mill there!  Agree.  Appears parts are missing!

I second that. I have a smaller Moulie grater without the feet. These are great, I use mine all the time. Mine looks like this:
