greenacres--no,this is professionally framed, I'd have to tear it all apart to see it.  Just going by what the woman I bought it from told me.  I am the third owner.  The first one kept it on a "rope", the second lady framed it, I just bought it.

thanks for finding the post card, I actually bought one like it off of ebay--but side by side there's just enough difference that maybe one is later..or maybe that's just me thinking out loud
 
My hope was that the rope would date it, actually I can't figure out how they kept it nice not framed all those years.  With all the info all of you dug up it makes me think it came out of germany-

Shes so pretty and the balloons just add so much to the pic or print -- I'm not even sure how to tell that.

Plus I said the title wrong, it is high up, not up high

I can't figure out how she put an amount on the print at all

..sometimes...its...pick a number and hope for the best.....i,ve seen things sell for ridiculous amounts of money.at auction...yet they can be bought new for less....and i feel that this is what has happened here....initially this print looked very renaissance...but.. ..it now looks like its not what it seems...
