What the heck is this!?

About 3.5-4ft tall. Solid wood. Hollow bucket. Doesn't move or spin. Have no idea what the bar across the top is for. No markings, no nothing! Any suggestions? Thanks in  advance!

Well if it doesn`t do anything,, one assumes that its just decorative !!  New one to me !!  Could be just farm folk art !! Looks like those side pieces are made from tool handles !!
