45 Star US Flag with bunting

Found a cool item the other day, I'm wondering if it may be something special or just an interesting pick.

There isn't a tag/company name on the flag. There is a hand written name that looks like GW Miller. There are 2 holes for hanging. It measures approx. 11ft x 6ft. There's 45 stars, the fabric behind 1 star in the corner is a darker blue (looks like it may have been patched)

I've been asking around some, and told the other pieces are bunting. The stars with red and white stripes is 1 piece and measures approx 32ft x 2ft 8in. The background of the stars is a bluish/grey. I believe it was blue at one time, but very faded now.

The red/white/blue is in 2 pieces. Measuring 25ft and 9ft long x ~21in
 
The 45 star flag was used between 1896-1907
GW Miller was the Secretary of the Treasury, under Carter. 

I'm wondering if Miller has any link to the flag and where a flag of this size would be used.

Its most likely a retired flag from a government building !! Bunting is what many early flags were made from !!

Check this out... Probably at least 200 years old based on the amount of garbage that was in the dumpster around it.
