Crude Indian scoop, made from copper & silver?

Here is an indian or maybe tibetan copper scoop.

I think the decoration may be silver (except for the handle) but im put off by the crude design. I can see no wear suggesting it's plated and can't think of what else it could be...any ideas?

I live in the UK, I bought it from a charity shop.

Though I removed most of it, there was a lot of polish residue left around the 'silver'. Someone clearly took care of it. Maybe it was a movie prop?

Some of the pieces (handle, etc) looks to me to be cast brass. Are they?

I don't think of any of the pieces to be brass.

The pieces on the body of the scoop certainly don't, though worn there is no sign of the plating being rubbed away, and seem to be a higher quality design.

The handle seems to be lower quality, and has a different feel and seems to be turning a reddish brown colour where its been worn away.

Perhaps this is an amateur's attempt with some high quality pieces used to decorate it?

The lip of the item doesn't seem to have wear as if used for a solid item to scoop (from the pictures).

My first impression was for a liquid.

Have you determined how much volume it holds? (1 cup, etc.)

I agree it looks like a pitcher more than a scoop to me.
