Should the original poster ever come back, I would recommend KICKSTARTER if they don't have the $$ to develop such an app. I know several young innovators that have taken their ideas and were able to see them come to reality using this fund raising site!
The original post was in 2012 and here we are in 2015. Technology has come a long way and there are so many more techno-savvy people out there in the market that can help a project like this be accomplished. It will be interesting to see what pops up.
