I was told this is costume jewelry brooch with paste stones.  It appears at one time it possibly has gold plating over silver which has now flaked off in places.  Would someone be able to tell me what the two protruding brackets on each side of the brooch are for?  And any other information they might have as in dating it from the design or if there is any value in the brooch,  Thank you

This could have been worn as a necklace as well.  A chain or narrow ribbon could be attached to the "brackets".  These could also be used to decorate a hat in the same manner!  :)
