This one is easy peasy! It is an Victorian spoon warmer! They are highly collectible! (Wish I would come across one!)
You can find them in all kinds of sizes and shapes (shells, animals, etc.)
The Victorians believed if you used cold spoons or ladles that you would cool food down too quickly thus the invention of the spoon warmer. Hot water was put in the container (traditionally silver) and service spoons/ladles were submerged in them until they were used. (Remember homes/buildings were harder to heat and it showed status to have food served hot!)
