Antique composition cloth boudoir doll

Good afternoon everyone.  Can anyone help with more information on this doll?  His hat has a small crown on it but not sure what country the doll represents?  Would  like to get a general age area on him too.  Any help is appreciated.

Mmmm,,  Skirts and pom poms on men ?? Was going to say "I would have to think about that one" until I scrolled down to the head and shoulders pic of the guard !!   I could sure overlook the skirt and pom poms on that one !!   :D
