Looking for help with old painting

I picked up an old painting  signed R W Thomas. Looking for more information on the scene and artist. I couldn't find much online.   Looks to have age on it, would like help with dating it.  Thank you.

Looks like Paris, might be Amsterdam, but he was exhibited in Paris ( you can see a poster online )

A couple of his were unsold at an auction in Israel recently. Same for another in Chicago.

Doing good, work has been very consuming.   Try to make time now for things I like to do.  Such as come on here. Missed you guys.  Forum looks busier than ever.
