Hey Mart. It looks like a garden/plant stand in the form of a cart to me. Unless there is a makers mark somewhere it is impossible to say with the information given.
You will see that most carts are made in what people like to say is "French style". It is an iron cart and doesn't appear tall (which would have been for a bar/tea purpose). Thus I believe it is a plant stand. If you look up plant stand cart style that are French they are typically not as "heavy" looking - more delicate.
