I will guess that may have been used to clamp the ends of a head or neck scarf to keep them in place, ..... from being blown away on a windy day.
The alignment of the "initials" to the teeth of the clasp indicate it was affixed with one's right hand with a "right to left motion" to a verticle edge of a piece of clothing.
