If I am correct the bottom one is manufactured by Delinieres & Co. (D&C) France - decorated by L. Bernardaud & Co. and Imported for The Higgins & Seiter Store of New York.
I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!

Well not Junk, is my opinion, maybe not worth a bunch but for sure not junk.   The word Limoges and France will make any collector ohh and ahh a bit, even though there are many with that mark and many more to come.  However the look of the plate is usually more important then the stamp to a majority of the collectors.  Both of these plate are nice looking and have character, the second one a bit more.  I'm sure you could find someone who would give you 10 to 20 bucks for those plates, each that is.  I had a plate that was half as nice, someone walk up to the booth and say the word limoges and talked me down to 10 buck on my 15 dollar tag.  I paid .99 for it, not junk just would have to have a couple thousand of them to retire on  ;D

A few more of the Elite marks.........

Still looking for the pattern name/number.  It should be listed under Elite on Replacements, but of course some have no pic available.

I grew up surrounded by Bridal Wreath, also an Elite pattern. My great-aunt had place settings for 24 plus many of the extras.  This set was split and given to my mother and aunt.  As they downsized their belongings I became the recipient of both 'sets'.  Half I passed on to a cousin, the other half basically gave away to an antique dealer.  Now that I see the replacement costs I wonder if I did the right thing..........but I really had an aversion to the pattern, having washed so many of them over my lifetime  ;)  That and I would never have gotten the use out of them the older generations did.

Yours is a much more attractive pattern (to me anyway) and it's history alone would make it worth keeping.
